Training on gender sensitization to enhance women’s role and participation in Panchayati Raj

An organisation approached ACORDASIA for conducting the Training of Trainers Workshop to enhance women’s role and participation in Panchayati Raj. ACORDASIA with its background of effective training  & consultancy, took up this assignment and conducted 5 regional level training programmes (in Ahmedabad, Indore, Patna, Hyderabad and Calcutta) in most innovative way. Using participatory training methodology. In addition, a National workshop was also conducted in Delhi.

Micro Enterprises for Poverty Allivation:

ACORDASIA has been working in 27 villages of the sewar block of Bharatpur (Rajasthan) district, running the micro-enterprise project for poor rural women, and providing skill-based training to young women and men for more than a decade.


ACORDASIA has worked in 80 villages in 8 blocks of Bharatpur (Rajasthan) and 10 villages in Fatehpur Sikri (Uttar Pradesh). The focus was to reduce infant mortality rate, maternal mortality rate increase couple-protection rate, and age of marriage.

The specific objectives of the Project were:

  • To promote awareness among women about their legal and constitutional rights.
  • To provide necessary education inputs regarding Panchayats to the newly elected members and potential candidates.
  • To educate them on the election procedures, functions and responsibilities and their role in Panchayat body.
  • To train women for leadership and organizational capability.
  • Develop training modules/manual for training the trainers/SEDOs on the above mentioned areas.
  • Organise ‘Training of Trainers’ workshops for the SEDOs who will in turn train the grass root women and men on above qualities.
  • Organise a National Workshop at Delhi on Panchayati Raj.

Training of rural women in Panchayati Raj

ACORDASIA’s services were hired by an organisation to undertake a Training project for rural women in Panchayati Raj for Two years

The following methodology was adopted during the project.

Data Collection

  • Data related to Panchayati Raj system in India in general and in five identified states – Bihar, Madhya Pradesh, Rajasthan, Uttar Pradesh and Haryana Particular were gathered.

Development of a Training Module and a Trainers Manual on Panchayati Raj.

  • Subsequent to the data and material collection on “Panchayati Raj” a Training Module and a Trainers manual were prepared in Hindi for the states of Bihar Madhya Pradesh, Uttar Pradesh, Rajasthan and Haryana. The Training Manual was developed for the Trainers of NGOs who were trained by ACORDASIA as Trainers at the failed level. The Manual covered field details on how the training had to be given to people at the filed level through different exercises and case studies. It also included Two Songs.

Pre-test workshops:

  • Three workshops were held to per-test the Module and the Manual at Karnal (Haryana), Bharatpur (Rajasthan) and Patna (Bihar) to ensure that the developed Module and the Manual were relevant to these States and could be implemented effectively in the field.

Training Workshops

  • Six Training of Trainers workshops were organized in five selected States, namely, Uttar Pradesh, Madhya Pradesh, Rajasthan, Bihar and Haryana.
  • The Workshop enhanced the capacity building of NGOs in training the grass root people and dealing with development and gender issues in relation to Panchayati Raj.

Follow up workshop:

  • Subsequently a two-days Follow up Workshop was also organized with NGOs in Delhi. The Workshop was organized to take the feedback on follow-ups of Panchayat trainings organized by different NGOs. During the workshop, the NGO’s developed various strategies to implement the training programmes.

Monitoring Visits.
       ACORDASIA’s team also conducted follow-up visits in two organization in Haryana & U.P.
